Bord Iascaigh Mhara (BIM), established under the Sea Fisheries Act 1952, is the Irish State agency responsible for developing the Irish seafood industry by providing technical expertise, business support, funding, training and promoting responsible environmental practices. BIM’s mission is to grow a thriving Irish seafood industry; expand the raw material base, add value and develop efficient supply chains that together deliver on the Government’s Food Harvest 2020 targets for seafood and create sustainable jobs. As a development agency BIM works in partnership with the Irish Seafood Industry through the delivery of services and providing a valuable connection to industry and its continued development. BIM provides technical expertise and advice to the seafood industry in the areas of new fishing and fish farming opportunities using technical innovation, gear modifications and other Technical Conservation Measures (TCMs) and trials. Its Seafood Development Centre (SDC) fosters innovation and assists seafood businesses to develop new products and processes. BIM also provides support through its own network of business development advisors. These advisors work on a regional basis providing advice on product development, improving the efficiency of processes, adding value through product labelling and setting up food safety systems. The provision of these development services ensures that there is a valuable connection between BIM and the Seafood Industry in Ireland.
BIM fulfils a critical role in the provision of grant aid across the seafood industry, from areas as diverse as fishing safety right down to market quality. It provides valuable information and support in relation to funding opportunities throughout the entire seafood value chain. BIM promotes careers in the Irish catching, fish farming and seafood processing sectors by training new entrants and upgrading the skills of existing practitioners across training themes including Health and Safety, Operations, Marine Engineering and Communications. BIM has a track record in the promotion of responsible environmental practices and the implementation of environmental management systems for fishing and fish farming activities. BIM also works closely with industry to develop and deliver environmental programmes that help businesses work in an environmentally responsible manner while also providing advice on Natura 2000 assessment.

Profile of staff engaged in the project:
Tom Scanlon, Project Coordinator, is a Senior Business Development Executive at BIM and holds a MBA Masters Degree in Business Administration. At BIM he has been responsible for the Business Development Function and interaction with Industry since August 2010 and works across the organisation (Business Development, Fisheries and Aquaculture) on the development of new support measures and the updating of existing schemes. He was responsible for the implementation of the Seafood Processing Business Investment Scheme which has acted as a catalyst for investment of over €22.5 million in the processing sector and significant employment creation. He has conducted significant work with Industry overseeing “Taking Irish Seafood to the Next Level” conducting and presenting various studies supporting joint venture market developments within the seafood sector. He has also held positions as Quality Technology Executive and Development Officer working with 300 members of the Clew Bay Oyster Co-op and managing grant applications and drawdown of funds.
Dr Terence O’Carroll is the Aquaculture Technical Manager at BIM and has a Ph.D in Marine Biology. His present role in BIM is to manage the activities of the Aquaculture Technical Section which deals with all aspects of advice, technology transfer and development for the aquaculture industry in Ireland including dealing with Knowledge and Innovation Grants for the industry. He has experience with all aspects of aquaculture, land based and marine, including recirculating, flow through, cage and longline systems and has worked with companies involved with salmon, trout, Arctic charr, perch, mussel (both rope cultured and dredged), native and Pacific oysters, clams, urchins, abalone, scallops and seaweeds. The section is also responsible for surveying for seed mussel beds around the coast and has a small (10 m) survey vessel equipped with side scan sonar, multi beam sounder, ROV, under camera, dredges and grabs etc. Dr. O’Carroll has also had experience working and undertaking surveys with the fishing industry and has experience with both demersal and pelagic fishing vessels (including deep sea ‘super’ trawlers), along with pot fishing for crabs and dredging of inshore waters for scallops, mussels and oysters. He also was on the committee involved in implementing the Shellfish Waters Directive in Ireland, including descriptive reports and water quality improvement programmes and has extensive experience with shellfish depuration systems and biotoxins.
